Our RSA-21 training is a digital learning module for employees who plan, install, operate or inspect traffic control measures. In an interactive environment, typical RSA 21 work zones are recreated in a model-based format. Participants review signage, spacing, installation, stability and barrier systems, handle incidents (e.g. storms or accidents), document deficiencies and practise communication as well as emergency procedures. This builds competencies that deliver measurable value in day-to-day operations: earlier risk detection, confident application of regulations (RSA/ASR), effective management of traffic control systems, structured handling of disruptions and compliance with environmental requirements. The RSA-21 training is suitable for annual safety briefings, onboarding of new employees and as a practical refresher course. It does not simply test knowledge - it trains action and decision-making

Learning Content

Module 0 – Intro
Overview of the upcoming scenario: Participants will receive a brief introduction to typical hazardous situations on the road, as well as to the training environment and the structure of the upcoming training modules.
Module 1 – Hazard Scenario
In this module, participants experience a realistic hazard situation within a modelled work zone. The focus is not on theory, but on executing a structured response: recognising the hazard, prioritising personal safety, reacting correctly and avoiding impulsive mistakes. The scenario is designed so that decisions have tangible consequences - reinforcing correct behaviour in a lasting way. Learning Objectives: Roadway risks are identified earlier because hazard patterns and safety zones are recognised more quickly. Compliant behaviour is applied more confidently, reducing risky short-cut actions (e.g. stepping onto the carriageway “just for a moment”).
Module 2 – Legal Framework
This module establishes the foundation that determines “correct or risky” decisions in daily operations: Who is authorized to do what? Who is responsible for what? And which requirements are legally binding? Participants gain a clear understanding of roles, responsibilities and the legal relevance of traffic authority orders, ensuring decisions are made in compliance with regulations rather than by intuition. Learning Objectives: Rules, responsibilities and limits are applied more reliably, reducing unauthorized changes and inconsistencies. Measures are implemented in full compliance with official orders because the legal framework is clearly understood.
Module 3 – Planning and Preparation
Participants learn the structure of RSA 21 (Part A and Parts B/C/D depending on road type), plan work zones proactively and translate RSA and traffic authority requirements into practical implementation (including spacing and standard layout plans). They practise mandatory content and deadlines of traffic authority orders. In addition, safety distances in accordance with ASR A5.2 (SL/SQ/BM) are applied within the model environment, and common planning errors in standard layouts are identified. Learning Objectives: Work zones are prepared more systematically and in compliance with regulations because RSA structure, road type and traffic authority requirements are applied correctly. Risks are reduced as safety distances are properly assessed, common planning errors are detected earlier, and measures are coordinated in advance.
Module 4 – Installation and Operation of Traffic Control Devices
This module focuses on traffic signs and safety equipment: categories under the German Road Traffic Regulations (StVO), retroreflective classes, certification (RAL), sign dimensions, installation and post requirements. Participants practise combining signs correctly, calculate post lengths, assess stability and apply rules for installation and dismantling. The module concludes with inspection and maintenance procedures, including documentation - also following severe weather events. Learning Objectives: Traffic signs and barrier systems are installed and operated more safely because installation sequence, stability and visibility are implemented in accordance with regulations. Deficiencies are identified more quickly and corrected professionally, as inspection routines, documentation standards and disruption management have been practised.
Module 5 – Hazards and Environment
An accident simulation (e.g. a truck colliding with a safety vehicle) raises awareness of high-risk situations. Based on this, participants derive measures according to the TOP principle (Technical, Organisational, Personal), practise structured communication, review first-aid fundamentals and apply the emergency response chain. Environmental and water protection obligations (e.g. in case of leaks, disposal procedures, protected areas, noise) are integrated into practical do’s and don’ts. Learning Objectives: Personal and team safety improves as the TOP principle, clear communication and structured emergency sequences are reinforced in realistic scenarios. Environmental violations and consequential costs are reduced because leaks, transport, disposal procedures and protected area requirements are correctly assessed and implemented.
Module – 06 Exam
In this module, your knowledge will be assessed one last time. Answer all questions carefully and thoughtfully.
