Course Description
The interactive training course “RSA 21 Parts A and D” takes participants through typical situations at road work zones – from the initial hazard scenario and legal foundations to planning, operation, inspection, emergency response and environmental protection. The focus is on live traffic, insufficient advance warning, incorrectly used traffic signs, inadequate safety distances, defective warning lights, storm damage, vehicle collisions and leaking operating fluids.
Participants classify regulations and responsibilities, check traffic regulation orders and standard plans, select personal protective equipment and barrier equipment, inspect visibility and stability, and respond systematically to defects, accidents and environmental hazards. Realistic scenarios, matching tasks, decision dialogues and practical inspections support transfer to everyday work and help your company implement safe procedures consistently. The training supplements the company’s annual internal safety instruction; statutory requirements and company rules remain authoritative.
Target Audience
Employees in road maintenance services, crew leaders, responsible persons and teams working for contractors or traffic safety companies who plan, set up, operate or inspect work zones in public road areas, particularly on rural roads and motorways.
Course Content
Participants assess hazardous situations in road areas, choose safe walking and working routes, keep the SQ area clear and prepare to replace defective warning lights.
Participants classify laws, ordinances, administrative regulations and technical rules and assess responsibility, liability and the possible consequences of incorrect actions.
Participants plan work zones, distinguish roles and responsibilities, check the contents of traffic regulation orders, select personal protective equipment and assess standard plans, work-zone types and safety distances.
Participants classify traffic signs and traffic control devices and inspect reflection classes, RAL quality marks, sizes, mounting heights, sign combinations, stability, warning lights and operational vehicles.
Participants inspect work zones after storms or during operation, identify deviations, coordinate support, rectify defects in a safe sequence and document the measures taken.
Participants prioritise protective measures using the TOP principle, communicate using the ECHO principle, apply the rescue chain and respond appropriately to leaks, noise, protected areas and waste disposal.

Hazard Scenario
Participants move through a simulated work zone on a rural road, assess the safe route to a failed warning light and decide which measures are required before replacing it. They distinguish between the work area and the live traffic area, differentiate the focus of RSA 21 and ASR A5.2, keep the SQ area clear and experience in an accident simulation what can happen when safety distances are not maintained and attention lapses.
Lesson 3
Legal Foundations
Participants analyse accident examples, classify laws, ordinances, administrative regulations and technical rules, and examine RSA 21, the German Road Traffic Regulations (StVO), the General Administrative Regulation on the Road Traffic Regulations (VwV-StVO) and traffic regulation orders (VRAO). In case studies, they classify traffic signs and traffic control devices and assess responsibility, liability, justified intervention and possible consequences under criminal or administrative offences law.
Lesson 4
Planning and Preparation of Work Zones
Participants assign Parts A to D of RSA 21, check planning principles, roles and responsibilities, and decide which information a traffic regulation order must contain. They assess personal protective equipment, work-zone types and safety distances, identify errors in standard plans and, during a storm warning or accident, prioritise self-protection, securing the area, reporting, providing assistance, coordination and documentation.
Lesson 5
Implementation and Operation of Traffic Control Measures
Participants sort traffic signs and traffic control devices, assess reflection classes, RAL quality marks, sign sizes and mounting heights, and correct faulty combinations on signposts. They select barrier equipment and warning lights, check stability and operating rules, and inspect a work or safety vehicle before use. Incorrect selection or installation is immediately shown as a risk to visibility, traffic guidance and stability.

Inspection and Maintenance
After a storm, participants carry out an inspection drive, identify a fallen traffic sign, failed warning lights and obscured signage, and decide which defects they may rectify themselves and when a suitably equipped crew is required. They first secure the work area, rectify deviations correctly, check effectiveness, document the reason and the measures taken, and apply the correct sequence for setting up and dismantling the traffic control measures.
Lesson 7
Hazards, First Aid, Environmental Protection and Self-Protection
Participants experience a simulated collision with a safety vehicle and derive protective measures using the TOP principle. They match measures to typical hazards, practise clear radio messages using the ECHO principle, secure an accident scene, apply the rescue chain and decide on safe and environmentally appropriate steps when dealing with leaking operating fluids, noise, protected areas and waste disposal. Comprehension Check
At the end, participants check their knowledge from all modules. The materials do not specify the duration, passing score, number of attempts or any form of proof of completion.
