Course Description

This digital safety training guides participants through typical work situations at road works. It covers legal foundations, planning and preparation, traffic signs and traffic control devices, personal protective equipment, safety distances, no-parking restrictions, standard traffic management plans, and hazards caused by moving traffic, severe weather, operating fluids and unclear communication. The scenarios range from urban footway works to model situations on rural roads and motorways. Participants take an active role: they inspect sites and traffic safety vehicles, select materials, assess traffic routing, set up safety measures and correct defects. In practical simulations, they implement standard traffic management plans BII/9, CI-4 and CII-4, respond to accidents and environmental hazards, and inspect a traffic safety setup after severe weather. This strengthens your company’s operational reliability when planning, setting up, operating and inspecting road works.

Employees and responsible personnel who plan, prepare, set up, operate or inspect road works in public traffic areas and use traffic signs, traffic control devices, traffic safety vehicles and standard traffic management plans.
Course Content
Participants assess hazardous situations in public traffic areas, maintain safety distances, check their position in relation to moving traffic and identify the possible consequences of unsafe behaviour.
Participants classify laws, ordinances, administrative regulations and technical rules, check traffic authority orders and assess responsibility, liability and permitted changes to existing traffic routing.
Participants inspect sites, footways, parking areas, obstacles and existing traffic signs, select personal protective equipment and materials, and plan safe, clearly structured road works.
Participants inspect traffic safety vehicles, install traffic signs securely, establish no-parking restrictions and set up traffic safety measures in the correct sequence using the specified standard traffic management plans.
Participants identify and correct defects in warning lights, delineator panels, barriers and traffic signs, coordinate actions using clear confirmations, and respond systematically to accidents, severe weather and environmental hazards.
Participants position signs, cones and work vehicles in top-down simulations, check their solutions and improve incorrect setups until standard traffic management plans CI-4 and CII-4 are implemented correctly.

Lesson Overview

Lesson 1
Intro Overview of the upcoming scenario: Participants will receive a brief introduction to typical hazardous situations on the road, as well as to the training environment and the structure of the upcoming training modules.
Lesson 2
Hazard Scenario Participants move within secured road works, keep the SQ zone next to moving traffic clear and determine how to handle a defective warning light safely. A simulated accident demonstrates the consequences of inattention and insufficient safety distances. Participants assess the situation, stop unsafe behaviour and apply the requirements of RSA 21 and ASR A5.2 to everyday work.
Lesson 3
Legal Foundations Participants work through accident situations and classify laws, ordinances, administrative regulations and technical rules. They distinguish between traffic signs and traffic control devices, check the significance of the traffic authority order, and assess responsibility and liability when setting up, inspecting or changing traffic safety measures. Decisions about immediate intervention show when action is required and what consequences unsafe behaviour can have.
Lesson 4
Planning and Preparation Participants plan road works from clarifying responsibilities through implementation. They assign the roles of the road traffic authority, road construction authority and contractor or traffic safety provider, check the traffic authority order, select suitable personal protective equipment, and distinguish road works by duration and operational situation. Using standard traffic management plans and distance tables, they identify errors, assess SQ and safety zones, and respond systematically to deviations.
Lesson 5
Installation and Operation of Traffic Control Devices Participants inspect traffic signs, retroreflectivity classes, RAL quality marks, dimensions, mounting heights and support devices. They select barriers, warning lights and advance warning devices, install signs in the correct combination and ensure stability. They also inspect work and traffic safety vehicles, identify defects during operation and decide how these should be documented and corrected safely.
Lesson 6
Hazards and Environment Participants analyse a model accident and hazard situation at motorway road works. They prioritise protective measures using the TOP principle, coordinate movements with clear radio messages and apply the ECHO principle. In an emergency, they organise the rescue chain, secure the accident scene and initiate first aid. When operating fluids escape or when noise, weather conditions and protected areas are involved, they select suitable measures for environmental, water and personal protection.
Lesson 7
Comprehension Check 1 Participants check their knowledge from the preceding modules. They answer the questions carefully and assign the relevant requirements, hazards and safe actions to the respective work situations.
Lesson 8
Preliminary Site Inspection and Local Assessment Participants carry out a preliminary inspection for urban road works based on standard traffic management plan BII/9. They inspect the work area, footway, parking areas, obstacles and existing traffic signs, cross the carriageway safely and decide where no-parking restrictions are required. They then plan an accessible emergency route, assess conflicts with existing signs and document the necessary changes to the order, standard traffic management plan and traffic sign plan.
Lesson 9
Preparing and Setting Up a No-Parking Restriction Participants prepare the advance notice of a no-parking restriction, inspect a traffic safety vehicle and select traffic signs, supplementary signs, sign posts, base plates and other materials. They decide on the correct sign combinations, mounting heights and post lengths, assemble the components in the correct sequence and position them securely. They also protect against trip hazards and take account of the specified start time of the restriction.
Lesson 10
Setting Up the Traffic Safety Measures After the advance notice period has expired, participants inspect a traffic safety vehicle and assemble the materials for standard traffic management plan BII/9. On site, they decide on the correct setup sequence, align traffic signs, delineator panels and barrier panels, and cover or invalidate conflicting existing signs. A final inspection identifies incorrect markings, defective lights, incorrectly positioned base plates and unsuitable directional guidance.
Lesson 11
Follow-Up Inspection of the Traffic Safety Measures Participants inspect a traffic safety setup after severe weather and identify all resulting defects. They assess warning lights on the carriageway, a detached cover, an incorrectly angled traffic sign, a twisted delineator panel and a displaced barrier. They then return the components to the correct position and restore clear, safe routing for traffic and pedestrians.

Top-Down Standard Plan Setup Simulation CI-4 Participants practise standard traffic management plan CI-4 safely and without time pressure from a bird’s-eye view. After an explanatory video on controls, camera movement, the component catalogue and validation, they select signs, cones and work vehicles, position and configure the components, and validate the setup. They correct identified errors directly until the solution is consistent.

Top-Down Standard Plan Setup Simulation CII-4 Participants practise standard traffic management plan CII-4 safely and without time pressure from a bird’s-eye view. After an explanatory video on controls, camera movement, the component catalogue and validation, they select signs, cones and work vehicles, position and configure the components, and validate the setup. They correct identified errors directly until the solution is consistent.
Lesson 14
Comprehension Check 2 Participants complete a final check of their knowledge. They answer the questions carefully and apply the content from the preliminary site inspection, advance notice of no-parking restrictions, setup, follow-up inspection and standard plan simulations to the situations provided.
