Course Description

Work in public road spaces combines changing traffic layouts, limited working areas and strict requirements for visibility, distances and responsibilities. The training covers the legal framework, the planning and preparation of work zones, traffic signs and traffic control devices, safety vehicles, installation and operation, as well as inspections following special events. The scenarios range from urban roads and rural roads to motorway work zones. Participants classify laws, regulations and technical rules, check standard plans and local conditions, select materials, inspect vehicles and implement traffic safety measures in practice. They respond to failed warning lights, overturned or twisted elements, storm damage, emergencies and environmental hazards. Direct feedback and installation simulations promote consistent decisions, early detection of defects and safe processes within your company. The scenarios supplement the company’s annual internal safety instruction; the applicable legal requirements and your company’s own rules remain authoritative.

Target Audience

Employees and responsible personnel who plan, prepare, install, operate or inspect work zones in public road spaces. This includes, in particular, road maintenance personnel, contractors and traffic safety contractors working on measures in urban areas, on rural roads and motorways.
Course Content
Participants assess hazards at work zones in road traffic areas, keep protective and safety zones clear and decide how to act safely when warning lights fail or when working directly beside moving traffic.
Participants classify laws, regulations, administrative provisions and technical rules, distinguish responsibilities and derive binding steps for planning, installation and changes from the traffic regulation order.
Participants check the road type, work zone type, personal protective equipment, safety distances, standard plans and local conditions and decide when plans must be adjusted or coordinated with the responsible authorities.
Participants select traffic signs, supplementary signs, barrier equipment, warning lights and support systems, inspect safety vehicles and install no-stopping zones and traffic safety measures in a stable manner and in the correct sequence.
Participants inspect established work zones, assess deviations and defects, secure hazardous areas, initiate suitable measures and restore the effectiveness of traffic safety measures after operational impacts or severe weather.
Participants coordinate work processes through clear communication, apply the TOP hierarchy of controls and the rescue chain, respond to leaking operating fluids and environmental hazards, and reinforce the installation of standard plans CI-4 and CII-4 in top-down simulations.

Lesson Overview

Lesson 1
Intro Overview of the upcoming scenario: Participants will receive a brief introduction to typical hazardous situations on the road, as well as to the training environment and the structure of the upcoming training modules.
Lesson 2
Hazard Scenario In a simulated accident scenario, participants move within a secured work zone and check how a defective warning light can be replaced safely. They distinguish between the working area and the traffic area, classify RSA 21 and ASR A5.2 and keep the lateral safety distance, or SQ zone, clear. Incorrect decisions illustrate the possible consequences of moving too close to live traffic.
Lesson 3
Legal Framework Participants analyse accident examples and arrange laws, regulations, administrative provisions and technical rules in the correct hierarchy. They examine the significance of RSA 21, StVO, VwV-StVO, the traffic regulation order, traffic signs and traffic control devices. Using case studies, they assess responsibility, liability and the possible legal consequences of actions or omissions.
Lesson 4
Planning and Preparation Participants assign Parts A, B, C and D to the appropriate road situations and check key planning principles. They distinguish the roles of the road traffic authority, road construction authority and contractor or traffic safety contractor, assess the contents of the traffic regulation order, select personal protective equipment and check safety distances. In standard-plan tasks, they identify errors and prioritise steps when unexpected deviations occur.
Lesson 5
Installation and Operation Participants correctly classify warning signs, regulatory signs, information signs, supplementary signs and traffic control devices. They check retroreflection classes, RAL quality marks, sign sizes, mounting heights, combinations on signposts and stable installation. They then select barrier equipment, warning lights and advance warning devices and inspect the markings and equipment of work and safety vehicles.
Lesson 6
Inspection and Maintenance Following severe weather, participants conduct an inspection drive and assess an overturned traffic sign and failed warning lights. They decide which defects they can correct themselves and when a suitably equipped crew is required. Further tasks cover secondary protection, visibility, effectiveness and the sequence of securing, correcting and documenting.
Lesson 7
Hazards and Environment A simulated collision with a safety vehicle on a motorway demonstrates the consequences of high speeds. Participants assign protective measures according to the TOP hierarchy of controls, coordinate work processes using unambiguous radio messages and apply the ECHO principle. They prioritise first aid and the rescue chain and make environmentally responsible decisions regarding leaking operating fluids, noise, protected areas, transport and disposal.
Lesson 8
Comprehension Check Participants answer the final questions on the previously completed foundation and practical modules. The knowledge check requires careful classification of the content and shows which topics should be reviewed before continuing with the training.
Lesson 9
Preliminary Site Walk and Local Inspection Participants examine a planned urban work zone based on standard plan BII/9. They check the working area, footway width, parking areas, trees, property access and existing traffic signs, cross the carriageway after checking traffic and derive a safe, accessible temporary pedestrian route. Conflicts with local conditions are assessed and translated into suitable measures.
Lesson 10
Preparing and Installing a No-Stopping Zone Participants prepare the advance announcement of a no-stopping zone, inspect the warning markings, beacon and lashing points of a safety vehicle and select traffic signs, supplementary signs, signposts, base plates and base-plate carriers. They secure the load, mount signs in the correct sequence and install the no-stopping signs in a stable manner without avoidable trip hazards.
Lesson 11
Installing the Traffic Safety Measures Participants carry out a visual and functional inspection of a new vehicle and assemble the materials required for standard plan BII/9. On site, they check for changes, temporarily cover existing traffic signs and install traffic signs, guide beacons and barrier fences in the correct top-down sequence. Defective or incorrectly positioned elements are identified, work is stopped and the defects are corrected.
Lesson 12
Follow-up Inspection of the Traffic Safety Measures Following severe weather, participants inspect the traffic safety measures they installed earlier. They find warning lights and covers on the carriageway, an overturned traffic sign, a twisted guide beacon, a displaced barrier fence and a tilted traffic sign. Each hazard is assessed and the installation is gradually restored to a safe condition.
Lesson 13
Top-Down Standard Plan Installation Simulation CI-4 After a short explanatory video, participants place traffic signs, traffic cones and work vehicles from a bird’s-eye view. They align the elements for standard plan CI-4, check the installation and correct identified errors without time pressure until the arrangement is successfully validated.
Lesson 14
Top-Down Standard Plan Installation Simulation CII-4 Participants apply the simulation controls to standard plan CII-4. They select the required elements from the component catalogue, position and configure signs, cones and work vehicles and use the checking function to correct distances, alignment and completeness directly.
Lesson 15
Comprehension Check 2 To conclude, participants answer questions on the practical modules and installation simulations. They review their decisions concerning the preliminary site walk, no-stopping zone, installation, follow-up inspection and standard plans CI-4 and CII-4 and identify which content they should revisit.
